Americas: The most polarised. A massive build-fast bloc of CEOs and investors faces a vocal ethics/activist camp.
Europe: The most balanced and cautious. The only region where slow-down matches or exceeds build. A unique regulatory quadrant. Governance as product.
China: The most lopsided. 80%+ on the build side. Almost no public doomers. Ethics runs through state channels.
